Jesuit Social Services welcomes the opportunity to put forward our views on the Strengthening the Test for Australian Citizenship discussion paper, which outlines the Australian Government’s proposal to change the eligibility requirements for Australian citizenship.

In our submission we call on the Australian Government to support initiatives to empower vulnerable migrants and strengthen social cohesion, instead of introducing new barriers to Australian citizenship that are likely to exclude already marginalised members of our community.

We argue that these proposed changes should contain special concessions for vulnerable migrants and must be accompanied by a stronger commitment to addressing the challenges faced by vulnerable migrant groups in participating fully in the Australian community.
