This submission responds to the 2013 Senate Inquiry into the value of a justice reinvestment approach to criminal justice in Australia.

The submission advises that the starting place for a justice reinvestment framework should be the right to respect, dignity and compassion for all human beings. Integral to this is cultural respect, foremost for Aboriginal and Torres Strait Islander people.

The submission recommends that the Federal Government:

  1. Take lead responsibility for developing a framework for justice reinvestment in the Australian context, in consultation with the states and territories through the Standing Council on Law and Justice.
  2. Steer and fund the development of infrastructure required for data capture and evaluation necessary to support justice reinvestment.
  3. Ensure a whole-of-government approach to justice reinvestment, with realistic and incentivised humanitarian, health and welfare, and community functioning outcomes.
  4. Fund justice reinvestment projects independently of any advancement of social financing models.
