Our 2026-27 Victorian Pre-Budget Submission highlights opportunities for the Government to invest in evidence-based prevention and early intervention to break cycles of entrenched disadvantage, prevent violence and harm, and reduce social and economic costs. 

Prevention and early intervention offer a dual benefit for governments, particularly in a tight fiscal environment, by improving outcomes for individuals and communities while reducing demand for tertiary services.

Our recommendations span the following areas:

  • Reducing youth offending by addressing the drivers of crime (Recommendations 2-8)
  • Working with men and boys to prevent violence (Recommendations 9-18)
  • Building strong foundations to support those most in need (Recommendations 19-26)

Recognising current budget challenges and competing investment priorities, our recommendations seek to build on and scale up existing programs and initiatives that are already demonstrating success, including programs and initiatives delivered by Jesuit Social Services such as the Youth Justice Community Support Service, Maribyrnong Community Residential Facility, the Ignatius Learning Centre, and Change Makers.
